I've been attempting to run I '76 with varied degrees of success. Eventually, I was able to get it running decently. However, several scenes in, I needed to change the control scheme, as I had originally changed driving to WASD, which displaced some controls.
My new control scheme, which I configured this second time, was never saved by the game (perhaps mapping to the Home/End keys had something to do with it), and now A/D do not steer in-game. Also, trying to configure controls from the menu now crashes I '76. I have uninstalled and reinstalled the game several times, but for some reason, these same problems occur. I am unable to steer but can still accelerate with W--meaning the game keeps this altered mapping across installs somehow--, and it still crashes when I try to change the mapping. I have even messed with the keyboard.map and input.map configuration files in the /interstate 76 directory, but to no avail.
Do you have any idea what the problem could be? Thanks.

My best guess is that the game is writing your control scheme to your "My Documents" folder or similar. This MAY have been caused by either not running the game as administrator, or installing the game to the Program Files directory. Or, it might actually be normal behavior.

Take a look in your "My Documents" folder or similar (possibly also a folder created under your chosen Windows username). See if there's anything obviously related to Interstate '76. If there is, you can try deleting it.

Also, make sure you are running the game as administrator and consider installing to a location other than Program Files.

Waltorious, thanks so much. The administrator-privileges write requirement was indeed the cause of the mess-up. Running it as an admin fixed everything!
