Are you able to define your own set of keys?
And Elwin has started a thread concerning the need for a controller but im still unsure whether Interstate is playable with a keyboard setup.
My joystick owning days are long, long gone.

Yes I bound Accelerate to the grey Up and Down arrow keys. Basically what you want to do is open the file input.map with Notepad. That should let you freely edit the controls to your liking.

With multiple joysticks/gamepads attached to my pc i had some problems configuring the controls at first, mostly because in the menu it isn't clear WHICH joystick you're setting the keys for (no matter what i did, it always chose "joystick2" per default - my Xbox360 Pad).
But then, as lowyhong stated, i just opened the input.map with notepad and set up all the keys for "joystick1" (my Hama Joystick) there. Worked just fine! :)
So it is a bit tricky sometimes to set up your controls but it is possible. You also may want to make the input.map write protected because my game kept reassigning some keys somehow... Just stay away from the key-config menu then or it will crash. ;)

It seems it might be worth mentioning that while there is no control map option while in a mission, you CAN change the bindings from the main menu options. The option list is not complete (not single quote for example) so I can see why you might want to hack it anyway--but the OP might have just been missing the menu.
