Yeah. So. Maybe I haven't progressed far enough in Act 1, but I haven't been able to find out what I am supposed to do with all of these Orcish Scalps and Heads. I searched here on the forums but nothing came up under 'scalps' other than someone mentioning they were selling them ("I don't even bother picking up non-magical items/scalps/etc to sell anymore."). Is that true? If so then where/who do I talk to?

Talk to the Sheriff, he will buy them at 30 gold per head and 15 per scalp. Unless you're struggling for money, they are waste of space. Pick up equipment especially those that require identification as those can be sold for 100 to 2000 in the first town (average for me).
