So I arrested and killed Lotti, looted the Wax Statue and went to the Herbwoman Erma Würtensomething. She had nothing to say about it. Went to the Executioner and he said to ask the Herbwoman about the issue. Went back to Erma and still nothing. Did I miss something?

I don't remember the sequence exactly but I thought you had to talk to the herb woman before you confront Lotti. When she mentions the doll she says that you'd have to destroy it. So do just that. Right-click on it in your inventory and click the destroy button. Talk to the executioner and he'll be fine.

im pretty sure you have to talk to the executioners assistant, i went on a killing spree early on when i was trying to get my character better and accidently killed him so i couldnt finish the quest
