Is there any mean to recharge Seals?

Is the identification skill passive skill - i.e the items are automatically identified (if enough skill).

No, there's no way to recharge seals. But you will find plenty of them during the game.

As far as I know Identification is not passive. If your skill is high enough and you right click an unknown item it will identify. Though I recommend skipping putting points into that and if you are willing to put a few points into heretical magic and learn sixth sense which is a cheap and easy way to identify all items at once for the cost of only mana.
