So my "Shield Use" for my Paladin is only "Disciple," but I can wear Pavises, which are marked as "Journeyman." The only thing I can think is that the type of shields one can use is dependent upon "Armor" not "Shields." Is that true?

Also, my modified intelligence is now 18, I have my Magic of Miracles up to 11, and I am level 21, but I cannot memorize spells which meet that criteria. Do modified stats not complete the requirements for skills and spells?

Correct. You have to reach the needed criteria eithout the help of without the help of extra attribute points from weapons/rings and amor.

Edit: Wait, as a paladin it's not possible to reach a higher level than student in the magic skills.
