It drops from orc shaman or whatever this guy is called. There are two orcs with magic, kill both, book must drop from one of them.

The guide is somewhat misleading- You don't want the Asherbrant map, but rather the Iron Mine (surface) map head to your (upper?) right and there will be an orcish camp with two shamans as well as orcs and orc warriors
*EDIT* Apologies to the guide and the person that wrote it, that one was spot on, I was thinking of another guide, sorry
