You have to kill undead Bishop Herbertius in the tomb in the Hillbrandt's cemetery.

The best solution would be to try and lure him out of his room into the dungeon. Then get inside his room, find his heart hidden in a floor stash and destroy it. After that it will be possible to kill him.
