In Act II, I cleaned the sewers and found soldier Harph's diary. So I could arrest him without any trouble. Thing is: once in the torture chamber, there is no way to make him confess anything, and I feel like I'm missing something. Is there any way to make him talk ?

As far as I know, there is nothing Harph can tell you during the interrogation which is why there is no reason to torture him.
