Where will the patch be announced/available for download once it's ready?

They do mention that there isn't much to patch, apart from the memory leak. I cant comment personally as I haven't started this game yet (its next after I finish Morrowind)

I have contacted GOG asking about the patch but the person that replied did not seem to know anything about a patch.

I linked the developers forum where it is mentioned and GOG said they would try and get it sorted.

Just an FYI

Just don't expect too much of that patch, guys. There are only some minor fixes in the scripts in it.
