I solved the murder and completed a majority of side quests and want to head to act 2. I exhausted all dialogue with Edmond and Jeremiah, but still am in act 1.

Talk to Bishop Quentis or whatever his name is. The one you saved in the orc mines.

Depending on where you actually are (has Vallarian been burned yet?) this is what you do:
- talk to Quentinus;
- talk to Edmond;
- go back and talk to Quentinus again.
Quentinus is the one who should open open Act Two.
- talk to Quentinus;

- go back and talk to Quentinus again.
Quentinus is the one who should open open Act Two.
