I just finished questioning Riemann and when i went back up to the Sheriff's officer I am immediately attacked by all the guards. I then reloaded a quicksave that happened before I began the torturing and after about 1 second all the guards start attacking me in that save too. I've tried three different saves and all of them have the guards suddenly start attacking me after about 1 second now and I have no idea why. I never attacked anyone in town save for Riemann after he attacked me. Quitting the game and restarting didn't help either. My only other save left was from before I went down into the Iron Mines and If that is what I have to do, I think I will uninstall this game. It's a shame because for all its faults I really enjoy this game.

So i ended up having to murder 3 guards and the Sheriff in the woods outside town and then use the console command to spawn the Sheriff back in his office. I would still like to know if there was another way to fix this that didn't involve me murdering people in the woods.

I think that this was the only solution. It is probable you accidentally hit some citizen or soldier when fighting Riemann which lead to the soldiers attacking you.
