Whenever I try to bribe a character to tell me something (in this case Linda van Gallagan right after rescuing her) after I offer them a bribe, they name a price, I accept, they take my money and still tell me that they are not going to talk to me about it. I assume that is a bug? Really enjoying the game but don't want to continue till i figure this out, any help would be great.

Simply, bribe doesn't work in all cases.
