1. First go to the north-western corner of citadel surroundings, then south till you meet him.
If he's not there he might have been killed by werewolves from the North, happened to someone from this forum.
2. South-west Alvaron, the house near the city gates (the most south-western one :) ). Just go in and a convo starts.
