I have my computer hooked up to a 4k television. When playing the game the only resolution I could select was 4096x2160. There was no way to select a lower resolution. At 4k my computer just couldn't play the game without severe stuttering. Lowering all of the other settings made the game look horrible and it still stuttered.
Solution:
In the options menu there is a display setting. The settings I believe are full screen, windowed, and borderless.
Select "borderless". This will grey out the resolution setting. Exit the game and then change your desktop resolution to whatever resolution you want. When you start the game it will use your desktop resolution in the game. The resolution will still be greyed out in the options menu but when you play the game it will be at the desktop resolution.
I was able to play the game pretty smoothly at 2560x1440 and the graphics looked good. At 1920x1080 the graphics didn't look nearly as good.
I also used rivatuner to limit the fps to 50fps. By the way my version of Inner Chains is 2.2
