Yes, it means better sound quality.

It's the original audio file from the game. I don't know if the audio quality is noticeable, but there was no reason to have it compressed to gain a couple of mb of space.
It also means that you could potentially play the game on dosbox or an old system using the extra files included in the game folder. Before you couldn't do that.
