Long story short:

WIndows 7 @ 1080p 120Hz Monitor, I have to vertical synch on to keep the game at 120 fps.

Windows 8 @ any resolution get ~30fps.

I have tried turning everything to minimum and multiple frame rates. I get over 60fps on Arma III, so it isn't the raw hardware of the machine. With X3:Terran Conflict, I am getting a solid 120 fps as well.

Anyone have any ideas?
Same problem here, running on a i7 4770k with GTX 680... struggling to get a solid 30 fps on whatever resolution or settings on Windows 8.1.
Does not help with compatibility mode either.
It's an issue with 8.1 actually, some old games lack performance on current PCs because some things are now emulated, as far as I've understood (I've noticed that once you find a way to get them running smoothly, quite a lot of them are also far less bugged and unstable, so it's not that bad of a situation). An easy fix is often to change to window mode, and hopefully I-War 2 seems to support it.

Search for a file named "flux.ini" in the game directory, and there go for "full_screen = 1" and change it for "0". Just after this line, you can modify the resolution. Save and close, and now the game should run smoothly, recognizing the window mode in its options (too bad they haven't included a switch in there). Try and see if the game runs well enough for you this way. The only thing I've noticed is that the desktop cursor appears just above the menu pointer, but once a game is loaded you should be able to move it to the actual desktop.

Figured it had something to do with the legacy emulation, but never thought that windowed mode could fix it up :D

Use fullscreenizer (just google it) to make it borderless.
