I've recently installed I-War 2 and plugged in my old Logitech Attack 3 joystick to play the game. The game seems to be sketchy with the joystick. I can't reduce speed to 0 with the joystick and must press down the - key to completely decelerate. Even then the ship would suddenly pick up speed and then I'd have to press the - key again. Also it is very sensitive. Just a small touch on the joystick and the ship would start to turn to the right, but later it would refuse to move to the right at all.

Is this a game issue or is it a joystick issue?

EDIT: I've been looking around online and I notice that it is an issue that plague the Logitech Attack 3 joysticks. Calibration does nothing. Any help?

Do you have the latest Logitech joystick software? Can't remember if that has some sensitivity settings...

Also, I seem to remember that there's a way to adjust joystick sensitivity, but I don't think that was game-specific and it wasn't specific to that particular joystick. Try a search for 'joystick sensitivity' and you might find a solution.
If it is an old and used joystick it probably is worn, you can check in the windows gamecontrollerpanel if the movements are smooth, especially between the middle and the edges, if it spikes all over the place the pots are worn.
Only thing you can do about it really is buy a new joystick or you could try to clean the pots but if they are really worn only replacing them can fix it.
