You have tried the usual stuff like compatibility mode, latest drivers and all that?

You are running the game as Admin? Have you installed the complete DirectX package from Microsoft's Website? Not that it should matter, but you never know...

Turn off the Windows' DEP (Data Execution Prevention)

In Win 7:
My Computer / Properties / Advanced / Performance / DEP,
add EdgeOfChaos.exe to the exception list.

Oh, and you must have a CD/DVD device installed (either real or emulated).
And CD drive must not be assigned letter A: or B:
