I am in the tutorial mission after Clay tells me to open my starmap by pressing Shift H, it doesn't respond. I think I have to access it through a "hud menu" but I'm not sure if that is working.

You can access it via the HUD MENU - use the cursor keys.

If your joystick has a tophat, you can also use that.
