it is not operating system related. it have happened in all systems from windows 95 to 10. when trying to select army in a town with a worker selected it often does not work. when the ai switches production from one resource to another it almost always goes for paper. here is a problem related to the gog version entirerly: when trying to play multiplayer in windows 7, it crash right away. here is a suggestion for the installer: add it to the firewall exception list. another serious issue: near the end of the game, the computer cheats so that the player will always lose at least 1 unit. taking a levell 2 or higher fort is also impossible and have always been, leaving the player against ai oponents with capitols at the end which can not be taken no matter how hard the player tries.
