Yes, I have a Galleon establishing beachhead. Yes, I have forces in a province with port. No, I can't land. Mouse pointer is red "not allowed" symbol all over enemy province. Why?

Has a turn passed? Do you have sufficient ships establishing beachhead to move that many troops?

I just encountered this. The reason was there was an enemy fleet in the same area. Once that was cleared, I could land normally.
