In general, around 1825 and years later when the ia has alliances with the other great powers, I am in the last ranks in terms of military strength, even if I build a few ships and soldiers, it is not enough to go up in the list.

In general, what are you building to solve this problem?

And the worst part is that later, once the other great powers declare war on each other, it is impossible for me to go up in the list no matter how many units I build, does the computer cheat or what?

So, same question: what are you usually building at that time?

IMHO, being last isn't the place you want to be, but next to last is okay, if:
1) your ports have enough ships to stay open. Do not lose the Navy Defense Advantage.
2) you have mobile cannon with cannon fodder troops (fast light infantry). The way the game counts armies, regular infinity armies are powerful. But against Mobile Cannon and Light Infantry, you can chew them up.
3) If you are going to attack early then have enough cannon and money to upgrade your attack force when the technology advance is offered. The AI upgrades more slowly, and the tech upgrades give you a massive advantage.

Thank you for your advice which helped me a lot. :)

As far as the navy is concerned, I'm suspicious because if I ever build too much of it, the game will crash, I noticed that a mixture of Ships of the Line and Raiders remains the most effective.

Glad it worked out. Though I noticed I had you fighting "infinity armies". Which is actually a great name. More Sci-Fi though.
- Buy 2-3 more large cargo ships so you can buy more raw materials.
- Put trading consulants on every minor nation that doesn't look like garbage (mostly tundra/desert). Make sure you stay most favored trading partner to the ones with lots of mountains.
- Don't concentrate on rail networks, concentrate on developing villages into towns. Spot the territories with at least 4 raw material production (4 forests, 4 wool/cotton) and build a depot on or next to the village. Then upgrade your corresponding finished product building (furniture/clothing) to level 3-4. Soon the village will start producing lumber/cloth and eventually furniture/clothing. This is hugely valuable and should be top priority.
- THEN start focusing on the rail and transport network to bring in raw materials. Keep buying as many raw materials as you can process from minor nations.

You can hold off on military until the AI starts forming alliances. Then build one ship of the line so that you're no longer in last place. Build a 2nd one if you ever drop to weakest.

Thanks well for your advice I'm testing them and my warehouse is filling up much better, it's weird I placed a depot next to a city that collects four units of timber, but the city doesn't produce a unit of lumber I think we need more.

The type of forest was scrub forest, so there was no way to improve it, but I did improve my sawmill (so that my village would grow) to produce eight units of lumber.

Four units should get you one plank at least. Sometimes you need to trigger town growth by increasing track capacity (not the main map, but the internal capacity in the City build screen).

It's the finished product factory (furniture, clothing, arms/hardware) that triggers village growth. It's not going to happen by expanding the sawmill (lumber yard?). You need to expand the furniture factory for that.
