I seem to be missing something in trying to upgrade Apprentices to Journeymen. I have the required paper and adequate money, but on the Apprentices to Journeymen slider there is a red X over the picture of the Apprentice to the left of the slider, although I do have 2 Apprentices. Interestingly the worker recruitment page also shows 0 cigars, although there are 5 in the warehouse.

If anyone has an idea of what I may be doing wrong I would be grateful for any assistance you might be able to give me..

Okay, I get what's wrong.

My guess is that your problem is something like this:

So you need to go to the production screen and free up some manpower, then you can go back to the manpower menu and you can start training your apprentices.
