The AI could and I couldn't-- always aggravating for those early precious resources. However, I stumbled across a solution. If you have two engineers, one starts a depot, the next turn the second engineer starts his terminal. Both work. When I did it by accident, the track had not yet been connected so I don't know if that will make a difference.
