When I press play I get the launcher. But everything in the launcher is blocked by the window "End User License Agreement". You have to accept the license agreement by pressing "Continue". But the continue button does not work. I'm just stuck there. I have seen many on Steam also having that problem.

What the heck is that about?

You need to give imperator an exception in the anti virus you use.

yeah, what this guy said. same goes with your firewall( if you have one).

you need to allow this spyware to function properly on your computer. lol otherwise the game wont start.

get a refund if you value your privacy. or accept the EULA if you don't care about it.

DO read the EULA! ;)

also be aware that the Paradox server link does not work so once you get past the firewall at your end the mutliplay will not be active unless you press 'log out' and log back in

Yes Paradox knows about this but no word on when it will be fixed

Thanks for the answers!

I had tried the firewall, it did nothing. but windows own anti virus had to be turned off.

I am not too concerned about the EULA. In case it contins stuff that does not comply with GDPR it is not legally binding in any way.
