I just started downloading the game and the DLC comes in PKG files? How am I supposed to install this?

Those are the Mac DLC installers. Switch the OS to Mac/Linux and back to Windows (uncommon, random website bug that has existed for years.) Assuming you didn't already download the Windows installers in the meantime.
