Enhanced Edition 2.5.16.3. I don't get any bonus XP while playing on hard and on Insane I get only additional 33%. Is it suppose to be like this?

Is it possible to clicked the "no xp bonus on higher difficulties" box on settings?

Nah, false alarm. I didn't consider that "Normal" (default difficulty in EE) has different XP modifier than "Core". So both Normal and Hard has the same XP bonus and that's why I was confused.
