Alright, I am trying to find logic in this but without success. I am playing IWD 1 complete, and the resting mechanism just bugs the hell out of me.
1. I click the rest button at the bottom right: everybody heals to max, 16 hours pass, no monster spawn
2. I click the rest button while in the inventory or magic screen: immediately monsters spawn, no heal, no time passes (tried 12 times)
3. I sleep in a tavern: 16 hours pass, everybody healed

What the hell? I just want to sleep 8 hours to get my spells back, I don't want free full healing, and I don't want monsters spawn every freaking time.

With some googling I found this: "Rest For Only 8 Hours" mod

Has anyone tried it? I am running with fixpack and G3 tweaks, but modified nothing about resting.
Getting the monster spawns may be a case of bad luck.

I have "Heal Party On Rest" unchecked (using the Config program). When I use the rest button from the inventory screen, I get an option to "Rest" or "Rest Until Healed". If I choose "Rest", I just get the 8 hours rest with no healing. If I do it in an unsafe dungeon, there is a chance I get attacked from wandering monster. It doesn't happen each time, and if I fight off the monster and try resting again, I don't remember getting interrupted by a wandering monster twice in a row.

I have only played through Icewind Dale so far and not the Heart of Winter expansion yet. In the original Icewind Dale part, almost nothing is on a time limit (and the only time it is, passing extra time is to your benefit). The extra 8 hours at the inn is really no big deal.

I, personally, don't like resting until healed. I like the option to rest, cast an identify or two, then possibly rest again if not fully healed. Resting until healed kinda screws that up.
