With Win 8.1 there are a bunch of problems in different programs at the moment. What I'd try first, is running the setup through the troubleshoot (right-click the setup => Troubleshoot compatibility => Troubleshoot program). The installer should have extended rights and it doesn't hurt to choose compatibility mode for an older Windows version (7 or Vista).
It's not unusual to click on a large installer and have to wait quite some time before anything happens: I always assumed it was a malware checker on my system inpecting the file before execution, but I've never actually tried to find out. However, that isn't specific to Win8.1.
Have you set the .exe file as admin and compatibility with xp sp2 (or sp3)?
If you do manage to run it, set the graphics in the IWD config utility (in the directory) to OpenGl. Otherwise send a support ticket to gog, they will help/refund you if nothing else works.

Thx for all your replies. That "malware checker" is working totally fine. I have to wait a while and after the usual confirmation-window, setup.exe is shut down.

I will however try out those troubleshooting and compatibility-settings...
