Does this work on enemies, like Otiluke's Resilient Sphere? (Cast on boss, wipe up all the minions, then focus on boss when spell expires.)

The manual defines the area of effect as one creature with no saving throw allowed. Is this right?

I'm currently at work (daydreaming about my IWD2 party as opposed to working :P). I suppose I could just wait til I get home and test it out myself, but I'd rather bother all you IE experts on this forum :).

Thanks

Yes. From the manual:
"Upon completion of this spell, a large hemispherical shell resembling that of a tortoise encases the target creature, shielding it from the outside world. The creature encased can take no action but in turn is impervious to all effects. The tortoise shell has 100 hit points."

Interesting. So for the purpose of using this on a boss, Tortoise Shell is actually superior than ORS, which allows for a Reflex save. It's also a longer duration for lower level casters, with 10 round duration for Tortoise Shell and 1 round/level for ORS.

I've learned long ago not to completely trust manuals and in-game tool tips, but if this hold true I will definitely be memorizing Tortoise Shell for boss fights. Thanks Hickory.
An update, just in case anyone cares. (Probably not).

This does not work on Sherincal. I got the message Tortoise Shell was ineffective. I will see if this is for all major bosses, or just just her.

Throwing laws out of the window for game bosses is one of my pet hates.
Tried again, this time on a polar bear and an Aurilite. Both times it was ineffective with no saves. I'm just going to conclude that the manual and tooltip is misleading and it only works on party members. Maybe it can work on neutral NPCs, but I don't really care enough to try that out.

Ok, this prompted me to look at the actual spell in Near Infinity. It's a bugged spell. Otilukes actually applies a force shield on the target. Tortoise Shell simply applies 100 extra HP and displays a spell immunity string. That's it. It does nothing else. Don't use it on enemies!
