KI have downloaded Icewind Dale II from gog but there is no config option in the gog folder. Is there any way to set this to run in HoW mode?

There should be a Config utility in your installation folder ( the main folder where you installed the game). If you run it, you can check heart of Fury mode on the General tab under the Difficulty setting (to the left side of the General tab).
