I have found that if I prevent the cursor from drawing during the intro by immediately moving it to the lower-left corner as the program launches and plays the intro movies and waiting until the main menu loads before moving it that I get the normal hand cursor and no longer get the flickering arrow/hand cursor.

No idea if it works on other platforms or only with IWD2.
