Is there a way to open the config file so you can turn on heart of fury mode like in the original 2CD game?
This applies to IWD2, sorry for not specifying.

There is a config.exe in the Programm folder of the Game. Maybe you also have a Startmenuentry for this little Tool (I havent a Startmenu on my system so i dont know :) ) - if not, you can navigate in $YourProgrammDirectory\GoG\Icewind Dale II\ and start it by Doubleclick.

Below the Dificultyslider there is a Checkbox labled "Heart of Fury Mode" that should do the Trick.

As far as I know if you use Windows 7 you have to start the Tool as Administrator so it has Writeaccess to the Configurationfiles.
