When you buy a Coke do you go into a Pepsi vendor asking for a free Pepsi just because you bought a cola elsewhere? Steam and GOG are competitors, if you buy a game on Steam, you don't get a GOG code, if you buy it on GOG, you don't get a Steam code.
GOG is not a key reseller, it's a different outlet from Steam altogether.
