I've made a little tool you can use to extract or replace resources in Hotline Miami 2 WAD files.

As a fun addon I've also added animated GIF export of sprites.

Great program. It's nice to go through the files and makes me want to try my hand at modding the game.

Also, can this view open the WAD for Hotline Miami 1 as well or is it strictly for HM2?

This is for HM2 only. HM1 wad files have a different format.

I've added readonly HM1 wad support now (Version 0.6.3). But most resources are wrapped in ".phyre" files. These look like files from Sonys PhyreEngine used by HM1. Maybe there are converter programs.

That's cool. So does that mean there's a good chance to view HM1's assets as well?

The new icon looks great btw.
