If I remember correctly, in HM1 the Soundtrack was inside the game directory (OGG Files). This time I can't find anything. Steam does offer the Soundtrack as extra purchase but GOG doesn't.

Will it be added later?
If you buy the Digital Special Edition on GOG you get an EP with six remixed tracks, it's not the whole soundtrack, but it's better than nothing... and as far as I'm aware, that's the only thing Steam is selling separately, as well.

You can always upgrade your regular edition to the digital special one later, as GOG usually releases an upgrade package to those who bought the basic game, you'll just have to pay the difference (€4, maybe there'll be some discount involved).

The first game didn't offer the soundtrack as bonus, as well, you could extract it from the game folder in .ogg format, yes, but I hardly count that as including the soundtrack, it's not as if Devolver Digital or Dennaton Games gave GOG a bonus soundtrack to offer their customers. They were probably aware of gamers exploiting that .ogg deal and took care of it, there are some relatively known musicians contributing to the game and Devolver has to deal with copyright issues if they give the OST for free.

Steam is also selling the 49 Tracks long OST for 15€.
It's DLC and requires you to own HM2 on Steam, so for us there seems to be no way to get it (yet?).

PS. I'm also interested. GOG, please bring the HM1&2 Soundtrack into the catalog.

hm... I'm pretty sure I didn't extract them from anywhere. The OGG files were just sitting there in a folder, ready to be used.
For Hotline Miami 2 the music is packed into the .wad files, if you can find a way to unpack that then you can get to it. I haven't had any luck yet.
I don't have the game yet to see for myself, but the music is probably still in OGG format considering it's built on top of the first game. You could try renaming the files or simply opening them in VLC to see if that does anything. It's also possible that the WAD file(s?) are glorified ZIP files, in that case it would be pretty easy to get to the OGGs.

edit: I should probably clarify that I typed this up without realizing that ch108 probably meant the gamemaker data files themselves, in that case I have no clue.
