How do I access the Carja Storm Ranger Outfit and Carja Mighty Bow and the Banuk Trailblazer Outfit and Banuk Culling Bow?

Starting a new game, I only have the tokens for the Carja Trader Pack, the Banuk Traveller Pack, and the Nora Keeper Pack in my inventory. So how do I access the outfits and bows?

After the Proving the vendor that appears at the Northern Embrace Gate will have those items.
