The tutorial is asking me to 'Click on the flashing Special Actions icons in the taskbar'... but there is no special actions icon in the taskbar... nothing is flashing... I'm completely stuck.

Anyone help ?

Try to push and hold Shift and then push the right mouse button. This opens an new action-menu which contains special actions. Hope this will help you.
