The CIA agent says he tried to open the safe in storage room(the room with lots of crates right?) and I got the safe code from the girl, but each time I try to open it(and CIA guy always says its storage room for some reason), I alert the guards =/ How do I open the safe? Am I missing something?

The room where the right safe is located is chosen randomly each time you start the mission. Make sure you have both saved the girl and the agent before trying to open a safe. The agent will tell you the right location but additionally a yellow circle will appear on the map, marking the right one (at least I believe it was yellow).
