No need to make two threads about it.
Anyway, the general hints for this error are:
1. Run executable as administrator.
2. Run a different executable (not the DOS version).

It looks like you've tried running it directly rather than by using DOSBox. Did you use the link in the start menu or did you navigate to the folder and double-click on HEROES.EXE?
Running HEROES.EXE directly won't work because the provided DOSBox config does other necessary things like setting up the virtual CD drive, etc.
