You need a rep of about 10 or so before you are allowed to post links. The restriction is in place to help deal with spam bots.

The first post you make each day gives one rep.
If someone clicks the + next to a post of yours, you get one rep.
In a thread marked as a question, if the OP marks your post as the solution, you get 5 rep.

Short version: post at least once a day for about a week, and you should be able to start posting links.
