ozair2k: Uninstalled it a while ago, want to play it again now. I try going to "my account" and clicking everything there that looks even remotely like it could be a link, but nothing is downloading. I get the feeling that if I click "Windows installer, English, 949 MB", there should be a file downloading, but there's not. Help me out here.

Windows installer, English, 949 MB" should be a link that starts the download. Have you activated the GOG downloader (little on/off button on the upper right side of the game shelf site of HoMM 4) while it isn't running?
If downloading manually doesn't work, (re-)install the
GOG downloader and see if it's able to get the games for you.
The blocked download in your browser can also result from security settings, a firewall and/or anti-virus software. Try disabling the latter and/or try downoading with a default installation of an alternative browser (e.g. Internet Explorer, Chrome, Firefox or Opera).
