Changelog for Helium Rain 1.3.6 hotfix (added 28 February 2019):

We've released the 1.3.6 update to Helium Rain. This update fixes two recently reported bugs :

* Fix research points increasing too quickly with Instruments tech
* Fix people consuming resource during construction

Do you think there would be a fix for factions running out of money to buy your stuff and out of resources to build their stations and ships ?
I'm an hour into a game and some factions have already run out of money.
Not even finished the tutorial.

I'm not affiliated to the devs (or even GOG), just a regular user posting changelogs as they're made available on GOG, so the only thing I can do is suggest you contact the devs directly.

Running out of money is quite common for the factions of this game. There is a mechanisms that allows them to retrieve some funds from a common pool, which keeps them playing. However it slows down the game quite a bit : plenty of resources, no one to sell them.
