I am trying to do the production tutorial and it wants me to click on Stettin. I couldn't but I could click a Baltic Sea zone. Then I'm told to build a factory for which there is no button on the screen. What is going on here?

The scenarios and tutorials were never updated when new expansion packs were released. Needless to say, them working is very hit or miss.

Well I was using the Doomsday expansion so maybe I shouldn't for tutorial purposes.

It also seems like restarting the game entirely can help.
