I have the game on Steam and unfortunately, like a lot of older games (it's not even that old, but the engine is), I find it runs horribly on Windows 8 (something to do with color modes). Does this GOG version fix that? If I buy it and it runs badly, can I get it refunded?

I have the Darkest Hour from GOG installed on my Win 8.1 notebook and it runs fine.

Though initially it did indeed ran badly because my NVidia drivers defaults to use the integrated video instead of the dedicated one for many older games for some reason. Low FPS and lagging mouse cursor as a result of that.

So for most games I go to the NVidia Control Panel and manually specify to use the dedicated card for the game.
Hrm, I have AMD so I'm not at all sure. Different people have all sorts of different experiences with this game on Win 8.

Wish I could remember which one I used, but the game runs fine now on Windows 10 for me.
