Not on Win 8.1 it doesn't.

It's just a total black screen, which I presume is it trying to run in full screen. When I hit Task Manager (my only option to quit the editor and it's blank black screen) it goes to a window, and you can see a bit of the area around Turkey, but the left hand side is still black..... but if you click anywhere on that black area some stuff (buttons and the like) do pop up for a microsecond, then it goes black again!
