Does this download include the free Exile DLC ? If not, where is if available from, if it still is.

The Redux version (that is sold by GOG) does include the content that was added to the base game (not on GOG) by the Exile DLC (not on GOG as well).

I have just finished the game and it ends with Major Fletcher being picked up and taken
to Haven.
What are these new levels outside Bezoar ? Are they those leading up the fight against
the Overseer ?

I had the same impression, that I'm missing something (the Exile DLC), but NOT. It's seamlessy included in the storyline, so the Overssser part is what the DLC added. The original game ended after the giant spider boss fight at the rooftop. Exile comes right after, without any warning. I hope this ends all confusion, but the Haven story is stil to be continued... maybe a proper Hard Reset 2, someday ?
