I tried to play the game locally with a friend and I was able to use one 360 controller. The seocnd one was just not working.
I tried all kind of settings but could just succeed with playing together when one of us used the keyboard.

It might be a bug and that's why I bring it to attention in hope that it might be fixed one day.

EDIT:
I found way around the problem even it would be nice if the issue can be solved inside the game code one day.

If you play locally attach all controllers to the PC before starting the game and they should all work fine.

This issue occurs with a few game, but it's a simple solution to just plug them in before starting really.

Thanks for the tip as I didn't know that it is a more common issue as I don't add often a second controller. And as the first one is always attached did I not recognized the issue until recently with Hammerwatch.
I still hope he can add this to his patching list even it is not a high priority one now, knowing about the work around.
