Can anyone confirm if the mod tools are included in the GoG version?

I saw video footage of 'Halfway' for the first time last night and was very impressed with the vintage look of it.
I'm thinking of making 'Halfway' my first GOG purchase but I need to know a few things before I do...


How's the gameplay? Is the control system cumbersome or not? Is it fun? ...or not?

The gameplay is lite , there is no leveling up and elements such as cover and skills don't actually affect gameplay that much.
I am sure that most people will enjoy it tho , and It has modding support so there is the possibility of someone making some kind of super hard core mod.

These are the things I need to know about this game.

There are shortcut keys but I think that you can only move your units with the mouse . The Shortcut keys can be re-mppared in fact I use the arrow keys to scroll the map (as opposed to WASD) and SPACE to end my turn.
